So title says it all. Are outlet items truly final sale?

It says so on my receipt, but I could have sworn I go to return some aligns once at a regular store with no problem. I just cannot remember for sure.

I got a shirt that even though is same style/size as another one I already own, it’s literally too big. Think it may have been a misprint in production.

Can I take it to a regular store? The tag simply has the markdown price and no other sticker that says final sale.
