My measurements: Underbust- 28in Overbust- 32in Waist-22in Upper hip-29 in

This is my first time buying Lulu so I’m having a hard time predicting the fit. I want my waist to be defined but I don’t want it to be too tight around my bust. Does the jacket have any stretch around the bust? Should I choose my size based on my bust measurements or based on my waist size? Thanks in advance
